For the formation of seed both egg cell and pollen grain is needed. One egg cell is formed after single meiosis but 4 pollen grains are formed from single meiotic divisions. So for 13 seeds to be formed, 13 meiotic divisions are needed to form 13 eggs and atleast 4 meiotic division are needed to form 13 pollen grains. So in all 17 meiotic division is needed to form 13 seeds.
