In question the amount 64 kg of CaC2  instead of CaCl2 .The short form of reaction is:CaC2 C2H464 g CaC2=28 g C2H4and 28 g C2H4 will for 28 g polythene (no wt loss when ethene forms polyethene)So accordingly 64 kg of CaC2=28 kg of C2H4and 28 kg of C2H4 will form 28 kg of polythene.

 Carbon is 24/64 of CaC2. Ca (40) + C2 (24) = 64 
So carbon is 24/64 of the 64 kg = 24 kg. 
Carbon is 12/14 of polyethylene, formula (CH2)n = C (12) + H2 (2) = 14 (all times n). 

So if you have 24 kg of carbon, that will make 24 x 14/12 = 28 kg of polyethylene.
