Mr. Frank was a young Teacher who derived pleasure from the disrespectful remarks made on Mr. Crocker Harris. When Taplow remarks that Mr Crocker Harris was "shrivelled up inside", rather than admonishing the student, he indirectly encourages Taplow to keep on commenting negative things about Mr. Harris. As a teacher, Frank fails his primary duty of guiding the student. Instead he turns out to be a negative influence.
A teacher should be a guiding force for the student. When the pupil errs, a teacher is supposed to rebuke the student and make sure that he rectifies his error. Frank fails in this. He not only encourages Taplow to make disrespectful remarks, he also tell him to leave his work and go. This reflects on his capabilities of being a teacher.
