Total number of articles = 100
P(standard article) = $\frac{60}{100} = \frac{3}{5}$

After withdrawing 1 standard article,
number of substandard articles = 40
Total number of articles = 99
P(substandard article) = $\frac{40}{99}$

E: one article is standard and other is substandard
$p (E) = \frac{3}{5} \times \frac{40}{99} = \frac{8}{33}$
