gulliver calls the captain"an honest gentlemen who had some tinture of learning".  do you agree? why? why not?

Gulliver had referred to the captain as being an honest worthy gentleman with a tincture of learning and good sense because the man understood Gulliver's positions and allowed him to speak for himself. He had been immediately convinced of Gulliver's candour and veracity upon hearing him out. To confirm the truth of his speech, he even acquiesced to Gulliver's entreaties of bringing over his cabinet and to substantiate what he had said.
