Hey Angel, this statement implies that investment of Rs 10,000 is to be taken over partners A and B in their profit sharing ratio i.e. 3 : 2. Thus, their capital accounts are to be debited with Rs 6,000 and Rs 4,000 respectively. 
And Investment of Rs 10,000 is to be shown on the assets side of the New Balance Sheet.
