Heavy water plant is near to fertilizer industry .Why?

Heavy water  is used in the production of fertilisers , so it is often seen that heavy water plants are near to the fertiliser industry. As the plants are near, the cost of transportation gets reduced and use of heavy water can be proper without any wastage.
