I Want to know that both are showing the opposites as in but example - They r saying opposite ( Written by meritnation itself )

Although, apparently the two given sentences seem similar, two sentences with opposite meanings but they still are different.

They are denoting a series of two continuing actions, first thief is hiding in the basement, and also the police are searching him in the ground floor. So, two actions in sequence, we used And with additive quality. Don't confuse with basement and ground floor.
