High tensile strength of water means the ability to resist the pulling force. What does this mean??

This means that water has high tensile strength i.e it can withstand high stress while being stretched or pulled before it breaks.

In simple words, it means that water molecules in a xylem do not break apart easily as they have higher adhesive force or tensile strength. Thus forming a continuous column in xylem.
