Places at higher altitudes have cold temperatures. This is so because as we rise up to the mountains or hills the air pressure decreases and it is this lower pressure at higher altitudes that keep the temperature cold.

Yes, this same concept will also work for high floor buildings but needed to be that much high where the air pressure gets decreased.
