How can forecast about a clear sky or an approaching strom be made by made by measuring the atmospheric pressure of a given region?

The pressure in the atmosphere is measured using the weather barometers.
If the pressure of air in the atmosphere is high, there are chances of clear sky and if the pressure in the atmosphere is low, there is changes of approaching storms.
