how can ozone layer be formed in a reducing atmisphere??

The uv from the sun brokeup water into hydrogen and oxygen and the lighter lighter H2 escaped.Oxygen combined with ammonia and methane to form water,CO2 and others.the ozone layer was formed.

In the reducing atmosphere, oxygen (O2) absorbs the UV radiation and breaks down to form nascent oxygen (O). The nascent oxygen (O) reacts with oxygen molecule (O2) and forms ozone.
