How can the Gram Sabha prevent Gram panchayat from doing what it likes??

gram panchayats are local self governments at the village,and the srpanch is in charge of it.under british rule role of panchayats were strenthed.where as under the post indipendance they were given little right of co determination.after attempts to deal with matters on the national level panchayat where re introduced as institutions of local self government in 1992.as so of 2002 there were about 265000 gram  panchayats in india.the gram panchayat is the foundation of pancayat system.
 

The gram sabha is the head of the gram panchayat thus can punish the gram panchayat by complaining to the higher level that is panchayati samiti.
