How can there be life under apparent stillness ?

If you are referring to "Keeping Quiet", the poet clearly says that what he wants must not be confused with total inactivity or stillness. He says that people must merely introspect in a moment of silence. This implies the necessity of mutual understanding among human beings.
Life under apparent stillness is not inactivity; it merely implies an exotic moment of silence to understand oneself better and escape from the threatening calls of of death. he says that we must not focus single-mindedly on keeping our lives moving but spend sometime in silence to rid ourselves from the sadness of isolation.

Neruda doesnt equate stillness with total inactivity. under this apparent stillness there is life. We can learn it from the earth. when everything seems dead, the earth remains still alive. it is never dead. the life on the earth goes on as usual as under the apparent stillness.
