How CH3COONa is a strong electrolyte?

CH3COONa is a salt of weak acid and strong base. It is formed by the reaction of acetic acid and sodium hydroxide. 

CH3COOH + NaOH → CH3COONa + H2

Since sodium acetate is a salt therefore it will dissociate completely in water and hence acts as a strong electrolyte.
