How did the Governor track down Evans? How did Evans outsmart him again?

The Governor knew the specific Golden Lion to which Evans was referring to by figuring out that the index number 313 and center number 271 was the six figure reference to coordinates of that particular place. It could be found on the Ordnance Survey Map for Oxfordshire where the six figure reference 313/271 landed one bang in the middle of Chipping Norton.

As the prison van turned right from Chipping Norton on to the Oxford road, the hitherto silent prison officer unlocked the handcuffs on Evans' hands and leaned forward towards the driver. He shouted at the driver to get a move on to which the driver responded by asking where they should go.
