How do we assess whether the state's performance is in accordance with the secular principles or not?

We can assess whether a state's performance is in accordance with secular principles by ascertaining that it is not favouring any particular religious group and that its laws and actions apply equally to all religious groups. It should also not discriminate against any religious group.
