how do we know about Samudragupta

The following points may help you:

a.  Prashastis contains information about the rulers and which may not be be true but contains information such as how rulers wanted to depict themselves such as victorious, valiant etc. They are written and composed by learned class.
b. Samudragupta's prashaatis glorifies the king, who  was one of 
the greatest warriors in the Indian history referred as Napoleon of India because of the wars he waged. His military achievements were due to his war policies.
c. The court poet Harishena basically describes Samudragupta's policies towards other kingdoms and 
 territories.

He adopted the policy of "Digvijaya" in the North, which meant the conquest and annexation of  all territories.
e. In the South, Samudragupta's policy was "Dharma Vijaya" which meant conquest but not annexation.
f.  He possessed a powerful navy in addition to his army.
g. He also adopted the policy of matrimonial alliances (marrying princess’ of other kingdoms for friendly relationships), which strengthened his empire.
h. He subjugated the forest Kingdoms and opened up the line of communication between the North and South.
