Dielectric increases the maximum possible potential difference which can be applied between the plates of a capacitor without a dielectric breakdown because dielectrics break down less readily than air, charge leakage can be minimized, especially when high voltage is applied.

The operating voltage is dependent on a property called dielectric strength. The higher the dielectric strength the higher the maximum possible operating voltage.
