No, CCl4  does not react with water. It forms a layer when mixed with water, because carbon tetrachloride is a non polar solvent while water is highly polar solvent.

CCl4, called carbon tetrachloride, does not react with water and is therefore not soluble in it. When added to water, the carbon tetrachloride, which is denser than water, sinks to the bottom to form a layer separate from the water.
