how does the Commerce promote internal trade by levies octroi and other local taxes

Octroi is a duty that is levied on goods that are entering any other city while being transported. It is a type of local tax that is levied on some articles on their entry into a city like octroi on foodstuffs. The chambers of Commerce promotes internal trade by ensuring that levy is fair. So, that imposition of these taxes does not create hindrance in internal trade.
