How has Delhi government been able to maintain fiscal surplus despite announcing several freebies?

Dear Student, Delhi government been able to maintain fiscal surplus despite announcing several freebies because it removes a large number of corruption from many departments as they are under Delhi Government. Henceforth, government collects a big amount of Tax. This money is not being misused instead they are used to give some freebies to general public with certain terms and conditions. Regards
