How is oxygen heavier than air if air is composed of oxygen?

Air is composed of nitrogen (78 %) , oxygen (21%) and other gases (1%) . The oxygen  has mass of 32 g and nitrogen 28 g . So the average value of air's weight is lower than 32. So oxygen is heavier.
