How it is possible that Maize is grown in Rabi season in Bihar although it is a kharif crop?

Previously agricultural revolution was not booming with an abundance of resources. Now we have the technology to store water throughout the year, we also have Greenhouses, humidifiers, plant hormones etc, which make it possible to grow any crop at any point of the year. It is now possible to recreate the climate required for Kharif crops in Rabi season too.
In addition to this, research now also has shown that both Kharif and Rabi seasons are good for growing Sweet Corn crops.
