There were 28 states, but now a new state has been added called Telangana. So now there are 29 states.

There were 28 states in India but now after the partion of Andhra Pradesh it has become 29 states.

There were 28 states and our geography books were published on 2012 and surely this year the partition of Andhra pradesh didn't took place and it was not then reprinted, so, the old information is mentioned.
Your teacher is correct as we now have 29 states in India.
And remember sometimes books can also be wrong!!!
