The Octet rule , says that, each element tends to have eight electrons in its valence shell so that it may achieve a stable configuration like the nearest noble gases.

So, the rule just explains why the atoms combine and chemical reaction takes place, but what amount of energy should be provided so that an electron is removed from an atom or it is accepted by an atom could not be clear by this simple line and or that we need to read some more theories regarding the energy consideration of chemical bond.
