As you know United Nations was formed in the aftermath of World War II. In the Security Council some countries were given permanent seats with special privilege of "Veto Power". They were USA, UK, Russia, France and China. It was so because these nations were the Allied powers which helped in ending the war against the Fascist and Nazi regime.

So it was a privilege or reward for what they did during the world war. India has still not got the permanent seat because no country wants to share its special privileges and powers. Though India is putting across its case to the world nations for the same but only time will tell the future.

It takes back us to history the un was formed just after the end of World War 2 by the allies. So the members winning the world war 2 , the allies in which  USA, UK, Russia, France and China. SO these five made themselves the permanent members
