 a body get charged on rubbing because of electrostatic force as if we rub a comb on our dry hair get charge by electrostatic force and can attract the small pieces of paper towards it.

Hair and plastic both contain equal amount of protons( positive) and electrons ( negative) 

if we rub it with each other electrons from the comb move towards the hair

so hair has more electons than protons have negative charge

comb has more protons than electrons have positive charge
