The verb describes an action of a noun whereas an adjective describes a noun.
In the first sentence, '' The dog lay panting in the shade'', ''panting'' performs the function of a verb because it describes the action of the noun i.e. the dog.
Adjectives are mostly placed before the nouns.
In the second sentence, '' The winning athlete received a medal'', ''winning'' performs the function of an adjective as it describes the noun i.e. athlete.
''The bus was moving'', ''moving'' performs the function of a verb as it describes the action of the bus.
