I am not being able to understand why is this named 3,4- dimethyl
phenol since it can also be named toulene because it has a ch3
group also attached and oh as hydroxy?

Dear student,
The nomenclature of the organic compounds is done with the help of
IUPAC rules and according to the rules of nomenclature -OH group
has more priority in this case to be the suffix and methyl groups
has to be the prefix So the name is 3,4 -Dimethylphenol
