I didn't understand the last line that " it was considered quite unsafe for Indians to help advocates of home rule .
Pls. explain
this is from the summary of Indigo Chapter

The Indian Home Rule Movement, which aimed at achieving self-government for India, began with the creation of the All India Home Rule League in 1916.However, the movement grew in magnitude and attained popular momentum with the Champaran Civil Disobedience Movement led by Mahatma Gandhi which began later that year. This was the first widespread instance of civil disobedience in the Indian subcontinent, and as such it was unimaginable for Indians at large to conceive that they could stand up against the injustices of the British Government. Because they feared heavy retaliation from the hostile government, it was considered unsafe for Indians to support the Home Rule Movement by helping its advocates.

Gandhi Ji stayed for two days in the home of professor Malkani,a teacher in government school. This was an extraordinary thing in those days.It was highly unlikely that people would give shelter to a rebel (freedom fighter)like him,for fear of termination from service by the government. In smaller regions, the Indians were afraid to show compassion for the supports of home-rule.
