Why union territory cannot be emerged with any existing states??

Union territories of india are those region that are too small to be a state and too unique to be mergwd as a part of any state.

Union territories are are which are not as large that they can be said A State. And they are also too small that they cannot merge with any state. These forms an Union territory.

Thus the?Union Territories?were formed. ... THE fundamental difference between?states?and?union territory?is?states?are the administrative units having their own governments. whereas UTs are ruled directly by the central government through Lieutenant Governor as the administrator.

All UTs have a special reason to remain separate.
Be it Chandigarh for the conflict between Haryana and Punjab over ownership,
or
 Puducherry, Goa (now a state), Daman & Diu, Dadar & Nagar Haveli because of their non-British history and culture 
or 
Andaman & Nicobar and Lakshwadeep islands because of them being islands and requiring special care 
or 
NCT Delhi on account of being the country's capital.

All the UTs have a reason for them being administered separately and except for Puducherry and Delhi none of these have been found feasible to have a legislative assembly and hence are directly ruled by the centre through their respective Governors.

For Delhi, Chandigarh, A&N Islands, Lakshwadeep islands it would be really infeasible to merge with a state because of the administrative issues involved ie. conflict (Chandigarh), geographical isolation (A&N, Lakshwadeep Islands), special requirements NCT Delhi.

For Puducherry, Daman & Diu, Dadar & Nagar Haveli the major reason is their special and different cultures because of French and Portuguese history.
