XeF6 + H2O → XeOF4 + 2 HF

XeOF4 + H2O → XeO2F2 + 2 HF

XeO2F2 + H2O → XeO3 + 2 HF

The bond dissociation of F2 is greater than Cl2 and Electron gain enthalpy of F2 is less negative than Cl2. This Factors are likely to reduce the oxidising power of F2 as this will not allow F2 to take electrons. But due to very high hydration enthalpy, the energy get compensate and makes F2 a better oxidising agent than Cl2.
