$2 x + 3 y = 4$

On squaring both sides, we get

$(2 x + 3 y)^{2} = 4^{2} \Rightarrow (2 x)^{2} + 2 (2 x) (3 y) + (3 y)^{2} = 16 \Rightarrow 4 x^{2} + 12 x y + 9 y^{2} = 16 \Rightarrow 4 x^{2} + 12 (2) + 9 y^{2} = 16 ∴ 4 x^{2} + 9 y^{2} = 16 - 24 = - 8$
