If both concentrated and dilute sulphuric acid on Thermal decomposition produces nascent oxygen, then why does not both act as oxidising agent?

Decomposition of sulphuric acid-
H2SO4 →→ H2O + SO2 + [O]
The liberation of nascent oxygen [O] give rise to oxidising property of sulphuric acid. This nascent oxygen brings about a number of oxidation reaction. Both metals and non-metals are oxidised by concentrated sulphuric acid which is reduced to sulphur dioxide.
Dilute sulphuric acid does not produce nascent oxygen
