From the diagram you can see that the earth bulges out more at the equator due to the extra water from the polar ice caps. The extra mass of water is at a larger distance from the axis of rotation compared to its previous position at the caps. As a result moment of inertia of the earth will increase. Since, angular momentum, L = I ω = constant. Hence, ω must decrease. This implies, the rotational speed of earth will decrease. The length of day and night will increase.
