Here Is The Answer:

Let us take a number 10 m as length and 100 m as breadth.
Area of Rectangle = 10 x 100
                              = 1000 m2

If Length, that is, 10 m, is increase by 10% and Breadth, that is, 100 m, is decreased by 10% , Then 
Area Of Rectangle = ( 10 + 10% of 10 ) x ( 100 - 10% of 100 )
                               = 11 x 90
                               = 990 m2

Since 1000 > 990, The Area Decreased.

Let 990 Be Y% Of 1000
Y% of 1000 = 990
y/100 x 1000 = 990
y x 10 = 990
y = 990/10
y = 99%

So, The Decreased % = 100% - 99% = 1%

Therefore, the area is decreased by 1%
