if the sequence of the arrangement of wall layer of anther is reversible then what will be the difficulties in the functioning of anther

Epidermis, endothecium, middle wall layers, and the tapetum (outer and inner layers) are the major layers of the anther wall.
Say tapetum is the outermost covering now, and the main function of tapetum is to help in pollen wall formation, transportation of nutrients to inner side of anther, synthesis of callase enzyme for separation of microspore tetrads. So, these functions cannot be performed and hence synthesis of pollen grains will hamper.
Functions of other layers.
Each layer has specific function in a specific location. Reversing their sequence can lead to no pollen formation.
