If we don't consider shooting a basketball equally likely as it depends on player's ability then why do we consider answering true/false equally likely as even it depends on intelligence of student?

It depends on how we are dealing with a particular set of event.
eg:
Shooting a basketball  can also be consider to be equally likely,
if we deal with 2 events:
1.Either player will shoot a goal
2.Player will not shoot a goal.
Both are equally likely events.
Similarly answering true/false is equally likely,
either the answer will be true or false.
