In a compound AOH electronegativity of A is 2.1, the compound would be

B) neutral
C) basic
D) amphoteric

Electeonegativity data cannot determine if a compound is acidic or basic or neutral or amphoteric. It can only show if a compound is polar or not. If the difference in electronegativity of central atom,  here O to the electronegativity of surrounding atims,  here A and H is non zero, then compound is polar. If zero, then compound is non polar.
 
But this question is asked because , it is specifically inclined to the value 2.1. Please recall that element with electonegativity 2.1 is hydrogen . Hence A is H and compound is HOH , water. Water is neutral.
There is no other way to find such types of questions,  other than to find the element itself.
