Nonmetals, generally, have 4 or more valence (outer shell) electrons while metals tend to have 4 or less.
There are two exceptions to this rule: Hydrogen and helium.
Hydrogen is a non-metal having 1 electron in the valence shell and helium is a non-metal having 2 electrons in the valence shell.

It is a non-metal.
