In haxagonal closed packing it is also called as ABAB type ...so why when it is 2D ..the whole 1st layer is called as layer A

The packing is named as ABAB or ABCA, etc. according to the arrangement of atoms or layers of atoms.
In 2D structure, the first layer has a particular arrangement of atoms while in the second layer, this arrangement is different. The third layer is again the same as the first layer, and so on.
Thus, it is named as ABAB.
Hexagonal close packing in two dimension occurs, when second row of atoms is placed in the depressions between the spheres of first row, as shown below:

As you can see, the first row and second rows are arranged in different ways. Thus, to represent this, we have named the whole first row as A and second as B.
