In my school the class monitor changes every month . Is that what you call power sharing arrangement?

Changing of class monitor every month cannot be called power sharing because in power sharing power is shared among others but the class monitor has all the powers for a month and that power is shifted to other next month.there is no system of check and balances in the case of class monitor.
