In question 9 in part (b) and (c) we add teaspoon of sugsr and salt. So we add this the water becomes dillute and the water concentration becomes less then why do the water moves in the hollowed portion of (b) and (c)?

In this case, the potato cup acts as the semi permeable membrane. So, water from the trough moves towards the cup that contains salt in one case and sugar in another. This movement of water takes places by osmosis since the concentration of water is more in the trough than in the potato cup containing sugar/salt.
