In step 2, why does electrophilic substitution take place in positions 1 & 2?

The electrophilic substitution of naphthalene molecule in the position 1 and 2 as given in figure is not possible as it cause steric hindrance in the internal ring arrangements, in addition the possible method of electrophilic substitution is schematically shown below,
