 'Belled, flowery, tyrolese valley' refers to natural beauty which the slum children are depreived of.

Belled , Flowery tyrolese valley refers to the beauty of the tyrolese valley. It is a flowery valley, with pleasant natural sound comparable to a bell. Bell, in presence of flower enhance the beauty. Similarly the beauty of tyrolese valley is enhanced. The slum childrens are all deprived of these.

These Windows refer to their upcoming future which is as uncertain as the visibility in the fog i.e. their future is dark in this sort of environment .
