In the chapter A Slumber did my spirit seal, what does stanza 2 mean?
Why does Wordsworth have no human fears???

The second stanza means that sleep knows no force or motion. A person who is asleep can neither hear nor see. Even if the person is rolled in the earth he may not feel anything.
The poet has no human fears because he is fast asleep and asleep people are more or less like dead people. They have no fears or apprehensions.
