In this question both A and B are primary alcohols that means they will not react with Lucas reagent. Then in this question which option I should opt.

the primary alcohols do not react with the Lucas reagent or they have the least reactivity.
the first and second options are right since they are the primary alcohol. As primary carbocations are the least stable, hence at room temperature they do not give Lucas test. 

Tertiary alcohols react instantly with Lucas reagent. Secondary alcohol takes some time to react. Primary alcohol does not react with lucas reagent at room temperature. This is because the negative charge of R group is stabilized more by an alpha carbon rather than an hydrogen attached to the carbon.

The rest others are not primary. , 3rd is tertiary alcohol and 4th is a secondary alcohol.
