IT IS  BALANCED FORCE OR  NET FORCE.............  WHEN THE FORCES ARE SAME ON THE EITHER SIDES........... THEN THE OBJECT ON WHICH THE FORCES ARE ACTING ON  REMAINS IN A STABLE FORM.........!!!!!!!!

this is because the amount of force applied by both the teams becomes equal (100=100) so the rope repeles both the team by equal amount of force

 In tug of war when two teams are pulling the rope  and if  the rope does not move in eiher side then the net weight is 0 and equal muscular force is  applied. Therefore the magnitude and the direction f the ofrce are the same.

At this stage, both the teams apply equal muscular force in opposite directions.Thus, the net force applied is zero & the rope doesn't move to either sides.
