Thermal equilibrium is of achieving equilibrium with surrounding objects in terms of heat, for example if an object is having high temperature which starts transferring heat to the lower temperature of the surrounding object for achieving equilibrium state. Thermal equilibrium is a derivative of zeroth law of thermodynamics.

Yes thermodynamic equilibrium can be stated as dynamic equilibrium where heat is transferred in terms of photon particles, in terms of Boltzmann distribution law.
